Issue Summary

Not displaying the Workspace members list in the suggestion first in the Pull request reviewer list for the Public repositories

Steps to Reproduce

1. Create a PR in a public repository
2. Try to add a workspace member as a PR reviewer

Expected Results

Workspace members are in the top of the list once we search for reviewers

Actual Results

Workspace members are not in the top of the list once we search for reviewers

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
