Having 'Require 2SV' enabled does not allow Pipelines to run on personal workspaces (BECO-688)

Issue Summary

When users enable `Require 2SV` access control feature on Personal workspace, Pipelines unable to use JWT token to perform authentication to proceed with the build (unless the Personal account has 2SV enabled)

Steps to Reproduce

1. On a Personal workspace, add the "Require 2SV" access control
2. Attempt to enable and use Pipelines

Expected Results

Pipelines would not be affected by the "Require 2SV" access control.

Actual Results

Pipelines no longer executes, unless 2SV is enabled.

Workaround

Either set up 2SV for the Bitbucket Account, while having `Require 2SV` access control enabled, or disable the `Require 2SV` access control.
