Make public repositories on workspaces that have IP whitelisting enabled not accessible outside of the IP range

      Public repositories are currently accessible outside of the IP whitelist.
      If a public repository is created on a private, premium workspace that has the IP whitelisting feature enabled, the repository will still be accessible outside of the IP range.
