Support webhook alternate or proxy for on-prem CI/CD

For customers who wish to continue using Jenkins, Bamboo or other on-prem CI/CD, it is desirable to not open their private network to internet traffic required to let BBC send webhooks to their CI/CD engine.

Ask is for an alternate queuing mechanism like OpsGenie OEC, sending data to a queue that can then be polled by a central internal agent and then re-hydrate to a standard webhook it can send internally on network.

Existing considerations include webhook secrets, signing, or allow-listing – but each still require opening firewall to some extent.
