Ability to exclude pipelines (and other CI tools) from requiring Jira Issue key on commit messages

When requiring Jira Issue Keys on commit messages, this feature will also take place into commits made inside Pipelines or other CI tools. it would be great if users had the option to exclude this requirement for commits made inside a build.
