Deactivating users via Atlassian Access or Identify Provider removes Bitbucket Cloud users from workspaces

Issue Summary

When a user is deactivated via Atlassian Access or Identify Provider, the users who have access to Bitbucket Cloud workspaces are removed from the Bitbucket Workspace.

Steps to Reproduce

• Deactivate a user who has access to Bitbucket Cloud from Atlassian access or though IDP provider
• The user is then removed from the workspace

Expected Results

• Users who have access to a Bitbucket Cloud workspace should not be removed from the worksapce

Actual Results

• User is removed from the workspace

Workaround

• Do not deactivate users on Atlassian Cloud
