Description
Issue Summary
In New Pull Request experience, you have the option to select "Show Whitespace Changes" under the Viewing Preferences when viewing a pull request. However, this setting does the opposite of what it says. Selecting "Show Whitespace changes" actually hides the whitespace changes, whereas unselecting it will show the whitespace changes.

Steps to Reproduce
- Make a change to a file with whitespace changes
- Create a pull request for that change
- Observe the pull request in New Pull Request Experience
- Observe whitespace changes in file
- Go to Viewing Preferences -> Select Show Whitespace changes
- Observe that whitespace changes in the file are ignored.
Expected Results
Selecting Show Whitespace changes should show any whitespace changes in the file. Leaving it unselected should not show whitespace changes in the file.
Actual Results

Workaround
Use the option in the opposite way. i.e. if you don't want to see whitespace changes, then select the "show whitespace changes" option under viewing preferences. If you do want to see the whitespace changes, then don't select the "show whitespace changes" option.
