Currently, only Billing and Technical contacts can view the past invoices in Bitbucket from https://my.atlassian.com.

From a user perspective, it's not clear on how they can access their past invoices.

Suggestion here is to include a link or a directive in the "Plan Details" screen in Bitbucket Cloud to redirect users to https://my.atlassian.com. If they are logged in as the Billing & Technical contact, they can view the Invoice for the account. We could also display the billing & tech contact so, admin's knows who to contact.
