When 'Merge checks' are enforced, users are prevented from merging their pull requests unless they're meeting all the criteria.

As an admin, I'd like the option to bypass merge checks in some scenarios.

Other services like Github and Gitlbab already provide this option, it would be useful to have it in Bitbucket, too.
