Workspace permissions are not very intuitive. Giving someone admin permissions to the workspace doesn't allow them to create repositories within that workspace, for example. For that, the admin will need to go to User Groups and select separate permissions for that. 

It's not clear at first sight that a workspace admin will have limited scope.
