Allow digitally signed approvals on Pull Requests

      In order for Bitbucket Cloud to be 21 CFR Part 11 compliance, we should have the option for Pull Requests to be digitally signed when approved.

      The approvers must sign with their username and password. Also possible to require N digital signatures before a PR can be merged.
