Issue Summary

Users are unable to leave workspaces that are currently inactive. When they click on "leave workspace" they are taken to a workspace URL which cannot be access due to it being inactive.

Steps to Reproduce

1. Open your account workspaces https://bitbucket.org/account/workspaces/
2. Click Leave (on a workspace that is currently inactive)

Expected Results

You are taken to a page to confirm you want to leave the workspace

Actual Results

You are taken to a 404 page stating "That link has no power here"

Workaround

Users will need to reach out to Bitbucket Cloud support to be removed from the workspace or repository access that is hosted on inactive account.
