Allow users to configure Project-level user group permissions within a workspace.

Problem Definition

There might be a situation where the workspace will require a different set of permissions for the different projects which is hard to achieve by configuring permissions on the repository or workspace level, otherwise configuring each repository within the project manually would be a really tedious chore as well.

Please allow users to configure user group permissions on a project level.
