Add "Don't ask again" checkbox on the "Based on your build errors, this might help" Pipelines nag

Whenever Pipelines identifies that a common documented error has happened within the build, it will show the following nag:

This feature request is to stop it from showing up at all. The suggestion here is to add a "Don't ask again" checkbox to confirm that the user no longer wishes to get these suggestions.
