Issue Summary

Intermittently, builds will not update on the user interface of the user who is watching a build until a page reload happens.

Steps to Reproduce

1. Run a Pipelines build normally
2. Intermittently, the build will not show live updates of the commands it is currently running

Expected Results

If you are watching a Pipelines build, the page will show live updates of whichever command is running at that moment.

Actual Results

Pipelines keeps spinning forever on the build setup step, until a page refresh happens.

Workaround

Reload the page. If the Pipelines is finished, the build will be updated with the commands it has run.
