Issue Summary

User unable to click Run pipeline in the pipeline tab as the button is grey out with error "To run pipeline you need write permission"

Steps to Reproduce

1. Navigate to any of the current pipeline builds
2. Hover mouse to Run pipeline, the button is grey out.

Expected Results

• The button is not grey out if the user has the correct permission.

  Actual Results

• The button is grey out and user unable to run the pipeline

Workaround

• Workaround is to click any of the previous Pipeline builds and go back to the pipeline tab, the button should now be accessible.
