Currently, the Pipeline steps won't allow manual steps to be run if the Artifacts has been expired even when the steps are not using Artifacts. So a user build that passed the 14 days expired artifacts steps no longer allowed to run deployment if their artifacts have been expired.

Suggest that we allowed pipeline steps that are not using Artifacts to be run if the Artifacts has been expired.
