Where is the 'Blame' functionality in PRs?

      As a reviewer, I would expect to be able to:

      1. Click on a PR
      2. Scroll down to review changes
      3. In any 'change' panel click on 'Blame' without having to 'Open File'

      Bitbucket Server got this functionality right!  I don't want to exit my view to see Blame data, as Bitbucket Cloud proposes with its alternate UX of Open File, Annotate.
