Add Filters to Activity Feed

We have heard feedback from some users that our activity feed on the new pull request feed is a little bit overloaded with information. 

This is a ticket to track progress around planning for improving filtering to allow users to focus on particular kinds of events in the feed, such as comments, commits, tasks, etc.
