Allow user access to Issue Tracker but not to Source repository

For a private project, private repo and private issue tracker, we would like to have the following capabilities:

1. Allow access to only source repository
2. Allow access to only issue tracker
3. Allow access to both source repository and issue tracker

Access means read, write, and admin.
