Restrict new user invitation to a specific domain(s)

      Issue Summary

      For use cases where the enterprise customers using custom domain doesn't want users from other domains to be invited to their account.

      Steps to Reproduce

      • Currently, admins on Bitbucket cloud accounts can invite anyone on the account/repository.

      Expected Results

      • It would be great to have a feature to restrict adding users with specific domains.
