Summary:

Users who have a large repository set and would like to make them Public or Private. Currently, this we needs to edit the access level from the respective repository settings.

The suggestion is to have an option to bulk update the access levels. 

• Provide an API endpoint for access levels
• UI option to bulk update
• All for Bulk updating the repositories when we move them between different projects(public/private)
