Currently, we don’t have an API endpoint to check and update the status of Require issue keys in commit messages flag available within links (Repository Settings > Links).

Its essential for the teams to monitor the flag status on multiple repositories as there is no global setting for this on Bitbucket Cloud UI and thus allow them to take necessary actions.
