As a user I don't want to see the 'Run pipeline for branch' in /branches view when the pipeline feature is disabled.

Steps to reproduce:

1. Go to your repository without pipelines enabled
2. Navigate to branches
3. In branch list view, got to three dot menu at the right side and click it
4. Select 'Run pipeline for branch'

Result:

It will show a message telling that pipeline is not enable for current repository
Expected result:
No option for running pipelines at all
