Some customers place binaries in the Downloads page of private repos.
They would like their clients to access those files even if they (the clients) don't have a Bitbucket account.

At the moment it is only possible to download files from the Downloads page of a repo if you have a Bitbucket account with access to this repo.

Customers would like to be able to use SSH access keys to download from this page (in a similar way that Access keys allow cloning of a repo without the need to have a Bitbucket account).
