It would be really useful to be able to import/export Environment Variables for Pipelines.

It would be particularly useful when there are lots of Environment Variables for a repository.

This would also be useful due to the lack of visibility of the history of Environment Variables and how easy it is to accidentally delete Environment Variables (see Issues 15940 & 16002).

Assumptions
It should NOT be possible to export the value for any secured Env Vars.
It SHOULD be possible to specify if an Environment Variable should be secured when uploading/importing.
It should NOT be possible to upload duplicate Environment Variables.

Implementation of this enhancement, enhancement BCLOUD-16301 and issue BCLOUD-15940 would improve the user experience of Pipelines Environment Variables.
