      Problem Definition

      Admins who enforce 2FA for their team, may sometimes want to exclude certain accounts from that requirement.
      An example scenario: a certain username is used by their CI server, and there is a bug in the CI system with accounts that have 2FA enabled:

      Allow team admins to exclude accounts from the 2FA requirement on the team.
