More granular pull request notification settings

    Description

      I've been using bitbucket actively for a short while now, and I've noticed that the pull request model bitbucket provides doesn't really work since you don't get relevant notifications. You either get way too many, or essentially none.

      In particular, if you're a reviewer on a pull request, and are watching it (the default), then you get a mail every time somebody pushes a commit to that PR, and every time somebody comments. However, I'm really only interested in responses to my review notes. If I'm reviewing and writing several PR's, the amount of notifications is entirely unmanageable; there's no real choice but to ignore notifications entirely.

      I can't reasonably unwatch because I'm automatically added as watcher whenever I comment, so I'd need to do this continually.
