Currently if a user account do not have edit plan permission or user account is not part of the administrator, plan label will not be show. Plan label should be shown even they do not have edit plan permission

Steps to replicate the problem:

1. Create a plan label using administrator account
2. Create a new normal user in Bamboo admin page
3. login with the new user and visit the plan with the plan label
