When releasing a version in JIRA, you are given the option to select which build to release the version with. However, the drop-down list would only show 25 entries, be it 25 projects or 25 plans.
For example, if you have 5 projects and 6 plans each, then one of the projects is ignored.
This may be due to the limitation of the Rest API coming from Bamboo.
