Plans build when you create them regardless of their configured trigger

When I create a plan I don't necessarily want to let it build.

I wanted to set up three very long running builds which rely on a single resource that can't be run in parallel ( a vmware image). I want one scheduled for low load times and want the other two to be triggered in turn.

I can do all of this except when I create one it starts building immediately regardless of the chosen trigger mechanism.
