Medium Description
To reproduce, install a plugin containing at least one module annotated with @RequiresRestart (via UPM). You will get a message that the plugin will be installed next time the server is started and it does indeed. Now go to UPM and try to uninstall the plugin. A similar message will be displayed. Restart Bamboo go to UPM and the plugin is still running - it does not get uninstalled upon server restart.
You can still uninstall the plugin by manually removing it from ${bamboo-home}/plugins.
