Assign weight in plan for specific agents

We have some jobs that are assigned to specific agents for security reasons. Those minor jobs do not take long to complete so those agents also do other work. We are running into an issue where some long running jobs are running on those specific agents and the minor jobs (which are higher priority) can not run.

I would like to see agents have the ability to be weighted so when a job runs, it will run on the next agent in line with the highest weight. This way the jobs that are assigned to only those specific agents can still run with a lesser chance of other jobs being run there.

This is different from the other issues where people are asking to weight plans. I am asking to be able to assign weight to specific agents within a plan.
