This is similar to BAM-9273, the difference is the method in which the user/group ended up being removed from bamboo (due to switch of repository, or removed from remote repo on sync)

• Go to User management page.
• Switch to remote crowd user repository that contains at least one group and one user
• Go to Global Permissions page.
• Grant admin permission to the remote group and the remote user
• On the remote repository, delete the user and group
• Flush the cache and sync.
• Go to Global Permissions page

Expected: permission to remote group and user to be gone.

Actual: Permissions are still there.
