    Description

      Processing of a single request is costly (0.5 - 2 seconds wallclock) and does not increase dramatically with the request size. Web actions and instance startup threads should use a common data source so that we don't bomb AWS with requests (the current worst case scenario - a misconfigured Bamboo or no auctionable AWS resources - is a request every second).
