Project Level Global Variables

      We would like to see project-level variables that do not require someone to have Bamboo administrator access to set. We have several different teams using Bamboo and relying on a Bamboo administrator to add/remove/modify the global variables that they use creates a bottleneck. The alternative is that plans don't use variables at all but that slows projects down in that they have to then go and update each plan manually when there is a global configuration change. This is similar to to BAM-1237 except it has to do with generic variables, not environment or build-specific variables.
