Add support for Mercurial scm

      It'd be great for Bamboo to support Hg as a first-class citizen, built-in to Bamboo. The third-party plugin is out-of-date and appears to not longer be maintained. Mercurial support in Bamboo would complement FE-530.

      Hg is shaping up as a key contender to replace SVN for us.
