Maven dependencies should take into account parent poms

      I have a handful of parent poms that our organization uses. I have bamboo building these parent poms, mainly so the snapshot is deployed when changes are made. The maven 2 dependency management does not take into account a dependency on a parent corporate pom when it is a snapshot, so all projects that depend on that parent pom are not triggered to do a new build.
