      WMC 2010-02-05 - Description changed from (Allow users to re-order build queue)

      In Bamboo 2.4.2, re-ordering the build queue is an action that is limited to administrators. If someone is watching a build, or is interested in the seeing the results of a build, and if they take the effort to visit the Bamboo site, then they should be able to bump their build to the top of the queue ahead of the multitude of other builds that happen to get triggered by the same change.
