Allow the Clover plugin to set a 'weight' so its order in the Builder config can be defined

    Description

      • Default to a weight (so old non weighted plugins still work)
      • Weighted items get precedence
      • Sort by plugin key if weight ==
      • What should the order of existing items be?
        • (Edwin / chai to confirm)
        • Clover wants to have their plugin up the top
