It would probably help a bit, but I don't think it would solve it fully.
Bulk-editing would only work for existing plans. If anyone added a new one, they would have to remember to set up a notification for it. I haven't seen any of screens for the new bulk-editing, but if it's like the existing Bulk Edit for permissions, there wouldn't be any simple way of seeing which plans didn't have a hanging build notification set up.
It may just be that I see hanging builds as more of an administrative problem (as opposed to a problem to someone managing a single build plan). Almost like BAM-2489. A hanging build almost kills the build agent that is running it (since it can't do any more builds until the hanging one is killed). In our use case, our build-agents are very targeted, so a single agent being tied-up can result in a lot of builds waiting on the hanging one.
