Add a new artifact type that gets stored with each plan, not just each build of a plan.

This is needed for the bamboo-clover-plugin, so it can access all history points across all builds for a specific plan.

As with build artifacts, plan artifacts would need to expire certain files that are older than a specified time/build number.
