Perforce configuration doesn't use system variables during validation for client and port

Bamboo has been set up to use various Environment variables rather than setting them through the UI. However, the validation code will complain if you leave the client field or the port field blank. Instead the validation code should try and find system properties if they user leaves the UI empty. And then complain if it can't find the system variables either.
