Bamboo should have configurable date time format

      Freemarker has a feature to format the date/time http://freemarker.sourceforge.net/docs/ref_builtins_date.html
      This feature should be used in all templates. A global setting should define the format string.

            Hi there,

            After review, we have decided not to make the date format configurable. If there are cases where you wish to have a different date format, please file a separate issue for them.
