Add Announcement Banner similar to the one that exists in JIRA and Confluence

      The Announcement Banner in JIRA and Confluence is a great way to communicate with users. Since backups, plugin installation and Bamboo upgrades require downtime of Bamboo, it would be great to be able to communicate status to end users with an announcement banner.
