There are some flaws in the current import export code which mean that we can not export elastic agents. Elastic agents will be essentially the same as Remote agents except without a capability set.

There are two issues with the current import/export and once these are solved it should be easy for me to just start exporting a new type of agent.

Problem 1: Currently the export of capability sets are broken. All CapabilitySets are imported/exported as local (when some are remote). Currently agents use enums to differentiate between agent type, perhaps we need the same thing for the capabilities.

Problem 2: I need to be able to import and export an agent if there is no capability set available. I think it will all fail badly if there is no capability set for an agent.

Also remember that there are also shared local and shared remote capability sets as well as the regular local and remote capability sets that get imported/exported.

These changes can be put into trunk.
