Save drafts of build plan progress and allow restore/discard action when revisiting

If a user is creating a new build plan and loses their connection prior to saving the completed plan, when they revisit the setup page, their previous plan contents should be restored from draft and a message should appear explaining that their draft was restored, with the option to discard it.
