Currently, the same broker URI must be used to bind the broker transport, and to connect to it from agents.

This prevents the failover transport from being used on the agents, as a failover scheme URI cannot be used to bind the Broker transport.

Bamboo should provide the ability to configure distinct broker URIs for binding the broker transport, and for connecting to the Broker from agents.
