Bamboo currently automatically adds "wireFormat.maxInactivityDuration=0" to any Broker URL. However, there are a few problems with its implementation:

1. It ignores the transport being used, adding it even to transports that don't accept such a parameter.
2. It discards some components of valid Broker URLs (e.g. using the failover scheme).
3. It doesn't apply the parameter to nested URLs (e.g. tcp scheme URLs nested within a failover scheme URL.

This is preventing the use of the failover transport to solve BAM-2999.
