SVNKit doesn't 1.1.7 support http.nonProxyHosts

      Originally reported in https://support.atlassian.com/browse/BSP-934 and a quick googling returned this SVNKit bug report.

      Apparently, its planned for fix in SVNKit 1.2!

      Workaround - If this is a major issue then, customers can try the SVNKit nightly builds
